Patrick joined Risk-e Business as a Senior Consultant when he retired (2016) as a Superintendent of the NSW Police Force after over 30 years of service. Patrick established and maintains a strong reputation for engaging with stakeholders, building relationships and delivering results.

Patrick has worked with all levels of Government (Federal and State) along with private organisations and volunteer groups.    From 2010 – 2016 he was the Commander, Drug and Alcohol Coordination for the NSW Police Force.  This role included Command of the Alcohol & Licensing Enforcement Command and duties as the corporate sponsor for alcohol issues. In this role, Patrick was responsible for:

  • Development and implementation of the NSW Police Force Alcohol Plan 2014 – 2018;

  • Coordination and implementation of alcohol strategies, which significantly contributed to consistent reductions in alcohol related crime from 2010 – 2015;

  • Providing advice and executive support on drug and alcohol legislation and policy;

  • Representing NSWPF on Medically Supervised Injecting Centre (MSIC) management committee

Patrick represented the NSW Police Force on State and National level committees, including:

  • Alcohol Policy Coordination Group – established to provide strategic advice to the NSW Government on effective ways to reduce alcohol related assaults;

  • Inter-Government Committee on Drugs – providing police advice to relevant ministers and the Police executive on drug and alcohol related matters;

  • NSW Medicinal Cannabis Compassionate Use Scheme – developed to extend compassion to adults with a terminal illness;

  • Parliamentary inquiry into the ‘Provision of alcohol to minors’ and ‘Effectiveness of cautioning for minor cannabis offences’.

Patrick was a presenter at 2014 National Drug & Alcohol Research Centre Annual Research symposium.

Patrick relieved in the role of Acting Director – Compliance Branch of the then Office of Liquor Gaming & Racing (now Liquor & Gaming NSW).  He is the only individual to have performed the most senior liquor licensing roles in both major NSW regulatory bodies.  This gives a unique understanding of the challenges faced by industry due to competing and often conflicting priorities for Police and L&GNSW

In 2017, Patrick attended (by special invitation) the Dublin Drug Police Summit January 2017 – that brought together drug policy experts from across the world to Ireland as the country’s government took significant steps in improving how it deals with illicit drug use.  The summit focused on two key issues in modern Irish drug policy: upcoming legislation to create a legal framework for supervised injecting facilities, and decriminalising possession of illicit drugs for personal use.

In 2017 Patrick became the Senior Consultant at Risk-e Business for the Gaming and Alcohol industry. This has involved countless Safety and Risk Audits on licensed premises. These audits covered proactive measures (current or requiring implementation); developing a tailored approach to assess compliance with management plans and licensing conditions and the establishment of an independent compliance history for the licensed premises. 

Patrick developed risk assessments that involve a comprehensive review of Responsible Service of Alcohol through observations/audits; Assessing the level of compliance and understanding by staff; Alignment of regulatory reporting requirements; Review of induction and training programs; and reviewing security management plans and protocols for dealing with intoxicated, violent and disorderly patrons.

Patrick is currently the Senior Consultant on the transformational uplift of the investigative services at the Star Entertainment Group. This has involved a comprehensive review of all practices relating to investigative obligations to law enforcement and regulatory oversight bodies; implementation of a case management system; development of Standard Operating Procedures and the implementation of a governance structure for investigators. Patrick continues this body of work into 2023.

QUALIFICATIONS:

Patrick holds a Master of Public Administration, University of Sydney (2011 – 2015); Graduate Diploma of Public Safety - Emergency Management (2006 – 2007); Australian Nationally Accredited Mediator (2015); Certificate IV in Training & Assessment (2016); Conflict Management & Coaching (2015); Diploma of Security & Risk Management (2016).

AWARDS:

Patrick has received the following awards: National Medal (1998 & 1st Clasp 2008); NSW Police Medal 2004 (1st & 2nd Clasp) & 2009 (3rd Clasp); Australian Police Medal (2011); and the NSW State Government Service Medal.

Region Commander Commendation in recognition of leadership and devotion to duty.

In 2012 Patrick was awarded the Public Service Commissioner Award in Public Administration.  As a result, Patrick travelled to the United Kingdom on a study scholarship where he conducted research in relation to partnerships between law enforcement and alcohol industry stakeholders.

ADVISORY GROUPS/COMMITTEES:

  • Implemented an Alcohol Advisory Group – forum representing operational Commanders to improve education to and feedback from licensing practitioners

  • Chair of the Working Party responsible for planning the highly successful 2013 Australasian Drug & Alcohol Strategy Conference held at Luna Park – attended by over 450 participants including experts from the USA and UK, as well as Police Commissioners from each State and Territory

  • Consultation with major industry stakeholders including AHA; DIAGEO; Pernot Ricard; Woolworths Liquor Group; Coles Liquor and DrinkWise

  • Provided liquor regulation and compliance advice to Police and Government representatives from the UK (2013) and Singapore (2014) .

  • Member of the Steering Committee for the development of the National Pharmaceutical Drug Misuse Framework for Action (2012-2015)

  • Member of the Steering Committee for the Needle & Syringe Program (NSP) Extended distribution pilot

  • Over 20 years’ experience developing and conducting training programs
